#20190606 Senior Contracts Manager, Alexandria, VA ($150K - $165K)

The position reports to the Vice President, Contracts and is located at the company’s headquarters in Alexandria, Virginia.
Essential Job Functions:
Functional areas of responsibility and oversight include management and administration of Contracts, Subcontracts, and some aspects of Pricing and Proposals.
Serves as lead contractual advisor to Executive VP, VPs, and Program Managers for DCS’s Army & Marine Corps Sector (business unit). Recognized in professional circles for thought-leadership and level of proficiency. Experience working directly with high level customers and government auditors in broad areas of contract management and execution. Responsible for generation and negotiation of contractual agreements including contracts, subcontracts and associated purchase orders, consulting agreements, nondisclosure agreements, teaming agreements, and other contractual agreements as required. Manages five contracts/subcontracts professionals. Provides mentorship, training and career planning. Manages compliance with the company’s at-risk work policy. Manages timely submission of LoF/LoC notices, ISR/SSR subcontracting reports, Manpower Reporting, and other required contractual notices and reports. Manages contract and subcontract closeouts. Maintains contracts compliance with company policy and applicable Government laws and regulations, consistent with industry best practices. Works closely with the Vice President, Contracts, the General Counsel and line management and supports business unit leadership (Sector Managers). Plays a critical role in risk management by ensuring cradle-to-grave compliance with contractual obligations, from RFP to close-out. Required Skills: Due to the sensitivity of customer related requirements, U.S. Citizenship is required. An active Top Secret security clearance or the ability to obtain a Top Secret clearance quickly with an existing Secret clearance is strongly preferred. Active Top Secret with a TS/SCI is a plus. Bachelor’s degree required, MBA preferred. Minimum of 12 years of relevant Federal Government contracts and subcontracts management experience for a Government contractor with a minimum of 8 years in a supervisory capacity. Experience should include senior contract manager positions at companies with revenues greater than $150 million. Must have significant experience serving as the lead contractual advisor to company executives. Must maintain seasoned, SME-level contracts area knowledge and skills. Record of being highly engaged with a hands-on approach, strong training skills, and a lead-by-example style. Excellent business acumen, analytical and problem solving skills. Outstanding written and verbal communication skills a must. Strong knowledge of the FAR and agency supplements as well as a strong working knowledge of commercial terms and conditions. Significant experience in the formation and negotiation of complex contracts and subcontracts, teaming agreements, non-disclosure agreements, and other agreements routinely used in the government services sector. Strong knowledge of all contract types (FPP, CPFF, CPAF, CPIF, Labor Hour, T&M, etc.) and vehicles (IDIQ, GSA, BPA, BOA, GWAC, etc.). Experience complying with Federal requirements for estimating and purchasing systems and interfacing with audit agencies. Experience in hands-on winning cost/price proposal development including working with the capture team in developing BOEs. Experience in international contracting a plus. Experience with Deltek Costpoint is preferred. Experience with MS Excel, MS Word, and Adobe Acrobat are required. Certifications: CFCM or CPCM a plus
